This particular part is used frequently with Aquascape's Grande series. 

Essentially, on one end it will thread into the 3” bulk head on the bulkhead. On the other end, it will be a 2” FPT to allow a 2” slip for his 2” flex line.

Allowing the customer to use a 2” PVC line on a 3” bulkhead with only two fittings.
